CANADA’S SCHOOLS LEAVING NEWCOMERS BEHIND (JAN 19)Canada’s schools leaving newcomers behind January 19, 2005 – Recent immigrants are losing ground in Canada’s classrooms, according to a study that looks at how public schools are responding to the needs of immigrant students. Class Struggles: Public Education and the New Canadian by Journalist Andrew Duffy is the result of a year-long project funded by the Atkinson Fellowship in Public Policy. The study, originally published in the Toronto Star as a week-long series in September 2004, examines critical flashpoints between immigrants and the public school system. It asks why do so many school boards cut ESL programs even as the demand for them increases and despite evidence that the mastery of English is the key to higher learning? It examines the costs of creating an underclass in which children in need of the most help are left to languish.
The study also looks at education models that work for new immigrants and explores recommendations for improving the education system’s response to the needs of newcomers.
